      MONTEVIDEO: In Terms of Coexistence

      In Terms of Coexistence is an unprecedented initiative in Uruguay that promotes the cultural rights of adolescents in a situation of deprivation of liberty. The initiative aims to encourage inclusion, a sense of belonging and the development of socio-emotional skills through participation in one of the country’s most important expressions of culture and identity: the Carnival. This is carried out through a proposal of non-formal education, which focuses on bringing popular culture to a group that is largely excluded from the city’s cultural circuits.

      The programme is based on evidence of the unequal exercise and ownership of cultural rights within the population, which affects young people in situations of social vulnerability inside institutions belonging to the system of deprivation of liberty in particular. At the same time, it is considered that the development of expressive capacities and social skills that reinforce peaceful coexistence is fundamental for the social inclusion of this group. Therefore, work is underway on a proposal that links the cultural dimension with social and educational factors, in a bid to foster inclusion.

      Based on a previous appraisal in which these young people showed an interest in carrying out activities related to music and singing, the project seeks to create an educational and creative space that helps them to develop habits and behaviours that support their reintegration process once the custodial measure is over.
